The derivation of CGT factors for naval vessels

Project:

The derivation of CGT factors for naval vessels

Country:

UK

Client:

Defence Procurement Agency, UK Ministry of Defence

Year

2001 - duration twenty months

FMI role:

  • Devise a method of estimating CGT factors for naval vessels
  • Assess the feasibility of calculating a reliable CGT factor from information readily available to the Defence Procurement Agency (DPA)
  • Estimate the CGT factor for a frigate and a naval auxiliary
  • Determine the performance achieved by the shipyard building these vessels

Commentary:

Compensated Gross Tonnage (CGT) is a normalised measure that allows the work content in different vessels to be compared on a common base. The commercial shipbuilding industry has used CGT-based calculations since the 1970s to measure output. They can also be used to:

  • Measure productivity
  • Evaluate cost competitiveness
  • Make high level cost estimates
  • Assist with setting targets for improvement

The DPA is carrying out an investigation to determine if these calculations can be used to assist in the procurement and construction of naval vessels. FMI's experience in associated areas makes the company uniquely qualified to carry out this work. Initial indications are positive and when further stages of the project are complete, they are expected to give the DPA and UK warship builders a unprecedented level of visibility regarding the levels of productivity achieved in naval shipbuilding.
