Andrew is the Advisory Group Director for Haskoning's Maritime Team in the South West of England and the Group's Underwater Services Team. Prior to his appointment in this role Mr Harvey has worked in Peterborough and London offices, and most recently was based in Delhi where he was heavily involved in the establishment of Haskoning's India operations.

Andrew's work has included many aspects of river and maritime engineering with a strong emphasis on contract preparation and administration, design work, multidisciplinary team management and site supervision.

Andrew's has gained widespread experience of both major international and national projects covering many aspects of the planning and design of port and port related projects.  He has design and supervision experience of large scale land reclamation and breakwaters projects in both India and the Caribbean as well as experience of managing large multidisciplinary teams for RoRo facilities in Scotland and container terminals in Poland and Pakistan. 

Andrew's is also a qualified inshore commercial diver with experience of both technical supervision and a wide range of underwater structural inspections both in the UK and abroad.

Based out of our Exeter office Gary Porter has been with Royal Haskoning since graduating from university. He has heavy involvement with RNLI based projects including design and inspection. Mr Porter has been appointed Project Manager on numerous projects dealing with financial issues, project related issues and communicating to various parties.

Mr Porter is a HSE Part III qualified diver. He has performed dive inspections on a recently constructed slipway and a berthing pen.

Mr. Porter has had site experience as a Deputy Resident Engineer for modifications to a passenger ferry berth, and as a Residential Engineer for a passenger walkway installation, rail terminal extension and strengthening of a sheet pile quay wall. Acting as a works supervisor for a new lifeboat station.

Mr. Porter is currently in the process of undertaking his ICE training to gain his chartership accreditation.

Since joining Haskoning's Coastal and Rivers division in 2002 Mr Rawlings has undertaken many engineering and project management roles, working in the public and private sectors. He has specialised in inspections and condition assessments of marine and coastal structures. He holds an HSE Part III equivalent Commercial Diving Certificate and has carried out many underwater engineering inspections and supervised underwater construction works both in the UK and overseas.  He has carried out diving inspections at a variety of RNLI stations around the country as part of the Operations and Maintenance inspection programme and following work regarding the Tamar slipway adaptation programme.

Stuart is an experienced project manager and has been responsible for the delivery of a variety of projects including large complex facilities from concept stage, through detailed design and their construction. He has specialised in maritime engineering throughout his career and has gained a broad experience which includes port infrastructure, shipyard design, dredging, and lock structures. He has a particular skill in the design and assessment of dock and lock gates and has completed designs of over ten gates. He has spent a year on site in the UAE as a resident engineer on a dredging contract and has had spells on site in Africa, the Caribbean and mainland Europe. He holds an HSE Part III Inshore Commercial Diving Certificate and has carried out a wide variety of underwater inspections as well as supervising underwater construction works.

Mr Culley is a Graduate River and Coastal Engineer with a degree in Civil and Coastal Engineering. He has previously spent time on site for both groundworks and highway maintenance contractors, and a surveying company. He has been involved in a number of roles including; setting-out, quantity surveying, site management and estimating. Whilst working for Royal Haskoning he has also produced a range of reports, calculations and detailed designs. He is experienced in management of a variety of projects. His main roles include asset condition assessment including underwater inspections.

Phillip is Projects Director for Haskoning's Maritime Team based in the Liverpool office and a member of the Group's Underwater Services Team.

He has a wealth of experience in setting and devising the overall strategy to deliver projects to Clients' requirements, timescale, quality and budget. His career covers coastal and rivers engineering, project management and maritime contract management. He has been employed by Client, Contractor and Designer in maritime design engineering, contract management, offshore and inshore sub-surface structures inspection and supervision of site construction teams for large marine projects.

His experience embraces dock walls, jetties, piers, lock gates, linkspans, scour protection, piling, dredging, reclamation, breakwaters, revetments, marine demolition, salvage and wreck removal. Facilities include ports, container terminals, LNG/PG and liquid cargo terminals, Ro-Ro car and passenger ferry terminals, cruise terminals, marinas and small harbours, offshore support facilities.

Phillip is a Chartered Civil Engineer and an HSE qualified inshore offshore commercial air diver with over 30 years experience of both technical supervision and a wide range of underwater structural inspections both in the UK and abroad. He is qualified to HSE Part’s I, III & IV diver.
