Royal Haskoning was contracted for various engineering services for the new Dragon LNG import terminal at Milford Haven, Wales, UK. Services included but were not limited to: - Reviewing and evaluating the first phase Invitation to Tender documents (set up by others) for the EPC Contract;


- Reviewing and evaluating the initial bids by selected EPC Contractors; 


- Preparing final Invitation to Tender documents for the EPC Contract;


- Performing several studies regarding: LNG send-out capacities, set-up of LNG processing equipment; location of flare, noise, security, hydro geological study, ship CAPEX/OPEX study.

NLNG Ltd (a JV between NNPC & Shell Nigeria is planning further expansion of their Bonny Island NLNG facility which is already one of the largest LNG export plants in the world. Foster Wheeler was contracted for a FEED design study for train 7 and 8, in competition with another FEED contractor. Foster Wheeler contracted Royal Haskoning’s expertise to assist with the FEED design of the new third trestle with 2 berths for LNG and LPG tankers. Special focus is on constructability constraints, a high local content in the construction phase, traffic situation along the busy bonny river channel and LNG loading operations that are to continue during construction of the new jetty. Royal Haskoning’s scope also includes dredging requirements and verification of sufficient shore protection.

Design, tendering and construction supervision of a harbour basin with an LNG jetty, a quay wall and revetments. During the project, the actual construction organisation set-up will also be defined: traditional, EPC or in a consortium including the Client. Depending on the chosen construction organisation, Royal Haskoning will carry out either the engineering up to the detailed design, or will check the engineering done by others.

A Joint Venture of BG international, Shell, Chevron and NNPC are currently developing one of the most ambitious LNG export plants in the world. Royal Haskoning has been contracted to perform the Front-end Engineering and Design (FEED) for both the Marine Facilities as well as the Site Preparation. The project site is to be located on a greenfield area 140 km east of Lagos.


The scope of the facilities to be provided are partly defined by the “greenfield” remote location and partly by the expected feed gas streams from the upstream projects. The remote location has determined that the whole project has to be self sufficient in every way including camps for both construction and operations phases, including logistics, utilities, etc. The dedicated marine facilities of the project for product loading originally included a jetty with a trestle length of approximately 8 km with berths suitable for LNG and refrigerated LPG carriers and a single point mooring buoy for loading condensate. 


The LNG / LPG berth would require protection by a breakwater. Royal Haskoning produced EPC tender documents within 5 months. Royal Haskoning was retained subsequently for the re-design and further value engineering of the facilities. Several studies have been carried out since and the process of fine tuning and integrating marine facilities with the other elements of the project is ongoing. The layout has been revised as a result of the studies to a port in/on the coastline with a breakwater structure, without the long trestle.
