The existing port of Hai Phong suffers from limitations of ship’s draught. Additional facilities are needed to handle the predicted cargo flow in the area. Cai Lan has been selected as a site for a new deep sea port. The development plan for the port of Cai Lan includes the construction of seven berths for container bulk and general cargo handling. The implentation of a comprehensive waste treatment system was also a key part of the plan and included the comissioning of a multifunctional waste treatment barge to collect and process marine and vessel borne pollutants. A critical element of the project is the deepening of the access channel (length 30 km), which runs through Cua Luc Strait and Ha Long Bay to the Gulf of Tonking, an area of scenic beauty and environmental importance. Construction cost of the new port facilities is approximately US$ 130 million.

The services carried out by Royal Haskoning, within their joint venture with Nippon Koei Co. Ltd of Japan, included:

  • Review of an earlier feasibility study
    Planning of the port area, inclusive of all berths, onshore facilities and dredging and reclamation works
  • Construction design of the aforementioned
  • Design, specification, construction and commissioning of a comprehensive waste treatment system which included a multifunctional waste treatment and collection barge
  • Optimisation of the approach channel by use of mathematical modelling, including risk-analysis
  • Preparation of contract specifications and drawings (tender documents)
  • Construction supervision and contract management.

Since the last version of the masterplan was developed in 1995, the Albanian economy has grown considerably, largely thanks to the transition to a free market economy.  This caused a growing pressure on the principal port of the country, the Port of DurrĂ«s, to efficiently handle increasing imports of general cargo and containers  as well as for the exports of minerals, cement and clinker.  To fulfill this role, the government decided that the port should be transformed into a landlord port.  Royal Haskoning was assigned to develop a forecast, to develop a new masterplan, in line with port users demands, and to assess private sector interest to participate in the investiment of infrastructure in the port.

Moruga Port Phase 2

This project encompassed an Offshore-Fishing Study, conceptual plan, Masterplan and design study including site assessment, feasibility analysis, detailed design and preparation of tender documents for the development of a new fishery port at Moruga.

The project comprises a substantial breakwater with land reclamation on the onshore side to provide working areas, a groyne structure, dredging works, an unloading quay and floating jetties with an access ramp, together with various onshore facilities.

Extensive site surveys have been carried out. Our associates on this project includes VIKAB of Trinidad and others.

Royal Haskoning initially provided technical assistance and detailed cost estimates for APM Terminals' bid and negotiations for the Concession Agreement for Container Terminal 1, Tangier Mediterranean.

APM Terminals' bid was successful, and Royal Haskoning then undertook the design, project management and construction supervision for the infrastructure works. 

C3E, the Moroccan subsidiary of Safege, are Royal Haskoning's local sub consultant for the works.

The terminal has 800m of quay and 40 hectares of back up area. It is designed for a throughput of around 1.5 million TEU. The works comprise the landside infrastructure, and include the paving (generally concrete block paving), piled rear crane rail beam, administration building, workshop, gate facilities, all services and reefer gantries for 1,650 reefer containers.

Royal Haskoning also provided technical assistance to APM Terminals in their dealings with the port authority responsible for the overall development, TMSA.  This related to the works carried out by TMSA, and in particular the quay wall construction (a concrete block work wall) and the reclamation. Settlement issues and late handovers of areas were a major concern.

While dealings with APM Terminals were in English, the construction contracts and dealings with TMSA were in French.

Adani Petronet (Dahej) Port Ltd. intends to develop a port facility at Dahej Port, Gujarat State. Royal Haskoning prepared a 30-year master plan study for the proposed development, advising on the preferred siting of the new facility, and evaluating alternative schemes (such as T-head jetty development and a harbour basin development). The study also included recommendations on lighterage operations in the initial stages of the port development. The assignment was undertaken in close co-operation with Hydraulics Wallingford, U.K.

Royal Haskoning staff was responsible for the management of the port master plan project. Staff members made detailed analyses of the current infrastructure of all ports under TPA management. A traffic forecast was the starting point of future port planning a development. The master plan is a guideline for TPA to succesfull develops the national port infrastructure.
